Due to the increase in number and complexity of Certificate of Appropriateness applications submitted to the Design Review Board (DRB), City Council has passed an ordinance to require an increased review time for more complex applications. The ordinance requires that more complex projects adhere to a 30 day application deadline as opposed to the previous 14 day application deadline.
Beginning on April 1, 2024, any application that falls under the following categories, as determined by staff and the DRB Chair, will be required to submit a completed Certificate of Appropriateness application a minimum of 30 days prior to a DRB Meeting in order to be added to the meeting agenda:
• New construction
• Demolition of a structure
• Addition to or modification of a structure
• Relocation of an existing structure
• Enclosure of a porch
• Multi-scope project (work on more than one exterior historical architectural feature)
The following project categories will continue to adhere to the 14 day application deadline:
• Replacements not in kind such as windows, doors, siding
• Awning
• Canopy
• Chimney repair or replacement
• Fence or gate
• Gutters or downspouts
• Handicap ramps
• Painting
• Paving
• Porch-screening in
If it is unclear which application deadline a project should adhere to, the Chairman of the Design Review Board and the Planning Director will make the final determination.
However, please contact the Planning Department at 803-642-7608 for assistance in determining which application deadline your project will be required to adhere to.
